Abstract

This article looks at the Inter-American Human Rights System, in order to verify its nuances, its creation process, its purpose, its objectives and, above all, whether it is a symbolic system, created only to offer a response to society, or whether it is a system that guarantees the effectiveness of human rights, with the aim of broadening the field of acceptance, as well as making respect for human rights a reality, in the light of institutional dialogues. Based on this work, we will see what happens between the two hypotheses mentioned and what Brazil's position would be in relation to these positions.
