Abstract

Taking the debate on the public meaning in the Public University as a research problem, the objective of this article is to understand how and in what way the public university contributes to its student body playing an emancipatory and critical role in society. A review of recent literature on the topic in question was adopted. The concrete experience of the Quotas Policy at the Federal University of Juiz de Fora was used as a reference document. The study demonstrated that the democratization of the Public University created conditions of possibility for the implementation and consolidation of the Quota Policy and, in this way, expanded access and retention of students, warning the most vulnerable sectors of brazilian society.

MARIA ZELIA MAIA DE SOUZA, UFJF

Adjunct Professor (C/03) at the Faculty of Education of the Federal University of Juiz de Fora (FACED/UFJF) working in undergraduate and postgraduate courses. Graduated in Pedagogy from the State University of Rio de Janeiro - UERJ (2003). Master in Education from the Federal University of the State of Rio de Janeiro - UNIRIO (2008). PhD in Education (CAPES Concept 7) from the Federal University of Minas Gerais, UFMG (2013). Post-Doctorate from the State University of Rio de Janeiro (2014-2016). Leader of the Study and Research Group on History of Education and Society (GEPHEs). She coordinates the Center for Social Studies of Knowledge and Education (NESCE). Member of the Structuring Teaching Unit (NDE) of the Pedagogy course (2021-2025). Member of the Advisory Committee to the Postgraduate and Research Sector Council - Human Sciences - Education (2023/2025). Member of the Brazilian Society for the History of Education (SBHE) and the International Standing Conference for the History of Education (ISCHE). She carries out research in History of Education on the following topics: Childhood, Youth, School Institutions, school culture, pedagogical press.

Elita Betania Andrade Martins

Professora Adjunta da Faculdade de Educação/UFJF, atua na Pedagogia e nos demais cursos de licenciatura, com disciplinas na área de Políticas Públicas e Gestão escolar e no Programa de Pós graduação PPGE/UFJF, na linha Trabalho, Estado e Movimentos sociais. Doutora em Educação pela UFJF (2014), dedica seus estudos aos temas políticas públicas, formação de professores, trabalho docente e autonomia. Coordenadora do grupo de pesquisa GESE/UFJF que discute questões ligadas às políticas públicas, administração e sistemas de ensino. Tem experiências na educação, nas áreas de políticas públicas educacionais, gestão e formação de professores.
