DA ELABORAÇÃO DA AGENDA À AVALIAÇÃO DOS RESULTADOS

Educational planning presents different instruments that range from the elaboration of an agenda to the implementation and evaluation of the policy. Regarding Basic Education, the National Education Plan represents an important prerogative of the Right to Education´s guaranteeing, which is established both by the Brazilian Constitution of 1988 and the National Education Law. About the Plan, it is important to emphasize that its elaboration involves democratic practices, mobilized by conferences that encompass the different federated levels of government. However, although it is a public policy to be implemented within a certain period, changes in government administrations interfere with its development. Thus, this research focused on the trajectory of the National Education Plan in the face of its validity end, in the decade 2014-2024. The objective is to understand possible challenges and successes, comprehending the development of planning from the perspective of Basic Education in the national context. To this end, bibliographic and documentary research were conducted, focusing on theoretical and technical elaborations of description and analysis of the material collected in the transparency devices of the federal government and civil society. Furthermore, the fulfillment of the National Education Plan´s goals was affected by actions that sometimes affected its applicability and sometimes made it unfeasible, going through moments of disagreements and inconsistencies in the command of the federal government. Moreover, the projected scenario is based on the possibility of overcoming past challenges, considering the resumption of education conferences, aiming at the construction of a new educational agenda for the country.
