THE CHALLENGES OF CARRYING OUT SPECIAL EDUCATION IN THE CAPITALIST CONTEXT

The article analyzes the possibilities of implementing legislation for special education in Brazil, based on the text of the National Education Plan (2014-2024). Discusses the historical constitution of special education as a modality, projecting the challenges of its offer in regular education. Its analysis is supported by critical theory, that when applied, evidence the relationship between the State, civil society and the third sector as a real link in which the issue of guaranteeing rights is developed. Uses a review of the bibliography on the subject. Objective to understand the challenges of implementing education for students with disabilities and pervasive developmental disorders, high skills, and giftedness, in a social dynamic experienced from the mercantile logic.
