Abstract

The United Nations Human Rights Council approved in 2014 a challenging Resolution on human rights and business after decades of controversy and initiatives without effective results. The Resolution establishes an Intergovernmental Working Group to elaborate a Treaty to hold transnational corporations responsible for their human rights violations. This binding instrument is being negotiated in a world context marked by tensions that entail threats and opportunities to the Treaty process itself. The article recovers the history of the human rights and business agenda at the UN and then analyzes three key issues on contemporary world politics and how they relate to the negotiations of the Treaty.
