The THE RIGHT TO COMPREHENSIVE EDUCATION:
CONSERVATISM AND MARKET DISPUTES

This study's theme and object is the configuration of the right to integral education in the Brazilian State, focusing on the municipal scope of the Metropolitan Region of Santarém, state of Pará, considering its own teaching systems and education plans. The text aims to contribute with reflections on the right to integral education in the face of the threat to social rights in the neoliberal context, conservatism and market disputes, versus social, human and citizenship rights, focusing on the Amazonian context. In terms of methodology, it is an excerpt from ongoing doctoral research, developed through bibliographic and documentary studies, with analysis of documents that substantiate integral education in the Region's Municipalities. The theoretical framework of the dialectical principle of totality and historicity is adopted, considering the historical, contradictory movement of the State and society relationship (Colares, 2011). Integral education is understood, based on historical-critical pedagogy, of omnilateral, polytechnic training, which considers the human being in its entirety, in its multiple dimensions, (Saviani, 2021). The partial results allow us to infer that the researched region established its education systems by municipal law and approved its education plans with effect from 2015-2025, covering comprehensive education, with singularities between them. And, given the threat and setbacks to social rights, including integral education, Education Plans at the municipal level constitute essential instruments, characterized by collective interest, based on their own education systems, as a possibility of configuring the right to integral education as a continuity and monitoring action.
