AN EXAMPLE OF THE OMEN OF THE RESERVATION OF PLACES IN HIGHER EDUCATION

For this paper, a longitudinal study was carried out about the number of enrollments in higher education at the Federal Institute of Brasilia (FIB) under the policy of vacancy reservation. The university reforms that took place in Brazil prior to the promulgation of the 1988 Federal Constitution (FC/88) did not attenuate the historical debt that the country accumulated over the decades of the 20th century with the population of students from disadvantaged classes, in relation to access and permanence in higher education. The central aim of this study was to investigate the policy of vacancy reservation in higher education over a decade at the Federal Institute of Brasilia (FIB). The methodology used in this study has a mixed approach that covers both qualitative and quantitative analysis. For this study, it took into account the number of enrollments of students with quota and of students with wide competition for comparison purposes. The results point out that, at the Federal Institute of Brasilia (FIB), the inclusion policies adopted in the first two decades of the 21st century for this level of education, gave propulsion to a policy of attenuation of this debt. They also point out that a growing number of enrollments through place reservation were possible due to the quota law, the government's student aid program, and other programs that encourage access, permanence, and conclusion of higher education for students entering through place reservation.
