A RELAÇÃO PÚBLICO-PRIVADO NA GESTÃO EDUCACIONAL MUNICIPAL E A FORMAÇÃO CONTINUADA DE DOCENTES

The present study analyzes the partnership between the municipal education network of Licínio de Almeida and the Ayrton Senna Institute (IAS), revealing its implications for teaching work based on the established continuing education model. The theoretical framework is based on the analysis of the crisis of capital, which has among its strategies the strengthening of private institutes and/or foundations such as Aparelhos Privados de Hegemonia (APH), dialectically associated with political society in the definition and conduct of public policies, especially education, with private interests. The empirical data extracted from the context of the aforementioned municipality in Bahia were gathered from instruments such as: analysis of the guidance manual for the IAS FOCO project and all material used in the continuing education of teachers in the municipality studied and interviews semi-structured sessions with participants divided into three groups: secretary of education, director and pedagogical coordinator and two teachers from the municipal education network. Data analysis, based on the chosen theoretical framework, allowed us to conclude how continuing teacher training has become a fundamental tool for reconfiguring the work of teachers, who now have their pedagogical practice redefined in favor of the market. It also allowed us to confirm what the literature has been denouncing regarding the fact that, at the same time as the new standards of public management established by the State reform encourage decentralization practices, the establishment of agreements between public education systems and private institutes in municipalities in the interior of Bahia advance and strengthen the corporate reform of public education.
