A GRAMSCIAN ANALYSIS OF THE “STRATEGIC MAP: THE PATH TO THE NEW INDUSTRY”

This article examines the approach to basic education presented in the document Strategic Map 2023–2032: The Path to the New Industry, published by the National Confederation of Industry (CNI). The analysis is grounded in the historical-dialectical materialist method and draws upon the concepts and reflections of Antonio Gramsci, employing documentary research as its procedure. The study identifies the CNI Map as a strategic instrument aimed at guiding industrial policy in Brazil, articulating a series of interrelated themes. From this standpoint, the document constructs a framework that subordinates educational policy to industrial objectives, with the explicit goal of shaping a workforce aligned with the demands of 'neo-industrialization.' To this end, the CNI advocates for various reforms and realignments within educational policy, positioning public schools as pedagogical tools to enhance industrial competitiveness. This conceptualization intensifies existing threats to the meaning of public education, reinforcing mechanisms of worker subordination to a new phase of bourgeois hegemony in the country.
