LEMANN FOUNDATION AND MEGAEDU IN THE FORMULATION OF CONNECTIVITY POLICIES

The general objective of this article was to analyze the role of the Conglomerates of Private Apparatuses of Hegemony (PAH) — Lemann and partners — in the development of nationwide education policies, within the political actions that make up the Mobile Action Front: technologies and connectivity. Among this set of actions, the study focuses on the relationships between the PAH and the restricted State apparatuses. The analysis focuses on the relationship between MegaEdu, a social organization, and the Lemann Foundation, as well as the resulting impacts on the Ministry of Education’s connectivity policies, which culminated in the formulation of the National Strategy for Connected Schools in 2023. This documentary research, based on the collection and analysis of primary and secondary sources, is grounded in historical-dialectical materialism as a theoretical research framework, as well as in Marxist and Gramscian concepts and categories of the expanded State. The study highlights the modus operandi of the PAH, the Lemann Foundation, and its initiative MegaEdu in directing and enabling education policies concerning technologies and connectivity, which are fundamental to the expansion of the platformization of education in all its dimensions, thus materializing the economic conditions of a class fraction, a sector, and a branch of capital within State actions.
