THE INFLUENCE OF THE NATIONAL CAMPAIGN FOR THE RIGHT TO EDUCATION AND THE TODOS PELA EDUCAÇÃO MOVEMENT IN THE CONSTRUCTION OF THE NATIONAL EDUCATION SYSTEM

This research aims to analyze the actions of the National Campaign for the Right to Education (CNDE) and the Todos Pela Educação (TPE) regarding the development of the National Education System (SNE), focusing on the regulation of the Collaboration Regime and structuring of educational financing, based on the production of a comparative survey of their actions and forms of action in this process. To this end, the literature on the subject, official websites and documents published by the movements are used as input, aiming to obtain data about their positions regarding the development and processing of educational policies that affect the SNE. The theoretical assumptions are the contributions of Max Weber (2002), based on the concept of Social Action, which refers to the conduct, in this case, of social actors with perspectives and desires that are largely distinct and dual to each other. In addition to this, it presents the concept of Motivation, which justifies the basis of an actor's conduct, in this case, analyzing the motivation of the CNDE and the TPE.
