Abstract

This article presents elements of literature review of the studies carried out during the trajectory of the researches entitled: "Student Assistance and digital inclusion: a study on the actions in UFSM", linked to the Postundergraduate in Public Policy and Educational Management, Professional Master’s Degree and "Public policies in higher education: perspectives for access, permanence and graduation", linked to the Postundergraduate in Education, Doctorate, both from the Federal University of Santa Maria.  It aims to discuss the movements carried out by the Student Assistance and the new configurations adopted by the Federal Educational Institutions (IFES) during the period of suspension of activities, due to the Coronavirus pandemic. This is a research with a qualitative approach, bibliographic and documentary review, which is based on the National Plan of Student Assistance (PNAES) and on scholars of the theme. Due to the impact of the pandemic, it is believed that it will be necessary to implement public policies for the permanence of students in higher education, as well as to establish relations between access and permanence. considering the inequality revealed in the pandemic period, It is believed that Student Assistance has been constituted as a public policy that enables better conditions for the maintenance of students in public higher education and has enhanced modifications in relation to ensuring the completion of courses. However, among the challenges of permanence is still the need to promote actions in the various axes of action of the Plan and its articulation with other actions in the university context.
