“International Seminar on Public Policies in Tourism” – SIPPTur 2026

Introduction

We invite researchers, faculty members, graduate students, public managers, and professionals in the field of public policies in tourism – either specifically or through their multiple interfaces with related themes–to submit papers to the inaugural edition of the International Seminar on Public Policies in Tourism (SIPPTur), to be held from October 12 to 14, 2026, at the Federal University of Viçosa (UFV), Minas Gerais, Brazil.

SIPPTur is positioned as an advanced thematic event specifically focused on public policies in tourism. The theme of this edition is “Public Policies in Tourism in Interface with the Creative Economy.” Therefore, the event will be held jointly and in an integrated manner with the scientific event of the III International Conference of Creative Economy and Public Policies (ICCEPP), fostering a specialized space for critical reflection on the State, territory, governance, and public policies in tourism and the creative economy.

Inspired by consolidated models of scientific division and thematic societies in Brazilian academia, SIPPTur seeks to strengthen the field of public policies in tourism through theoretical, empirical, and applied approaches–inter-, multi-, and transdisciplinary–embracing different theoretical, methodological, and epistemological perspectives, levels of application (local, regional, national, and international), and stakeholders (governments, entrepreneurs, tourists, residents, and workers).

Scientific Scope

Submissions may address, among other topics:

National, regional, and local tourism policies;
Multilevel governance and public institutional arrangements;
Territorial planning and regional development;
Creative economy and cultural policies applied to tourism;
Public policy evaluation, indicators, and evidence;
Social theory and epistemology of tourism policies;
Innovation, digital transformation, and public management in tourism.

Working Groups (WGs)

Submissions must be directed to one of the following WGs:

Multilevel Governance, Federalism, and Tourism Institutions: Institutional arrangements, tourism federalism, governance networks, and public policies.
Territorial Planning and Regional Development: Tourism circuits, routes, regional policies, and territorial strategies.
Creative Economy, Culture, and Tourism Policies: Interfaces among tourism, culture, innovation, and the creative economy.
Evaluation, Indicators, and Evidence in Public Policies: Evaluation methods, observatories, data, and public intelligence.
State, Institutions, and Political Theory of Tourism: Focused on the development of theories, models, and analytical tools based on, or supported by, institutional theory in its different strands, with an emphasis on institutions and their relations with the State and tourism.

Submission Modalities

All submissions must be made in the form of extended abstracts. Extended Abstracts (with the possibility of submitting Full Papers at a later stage) will be accepted in the following modalities:

4.1 Completed Scientific Research: texts derived from completed theoretical or empirical research.

4.2 Paper Development (Working Papers): works at an advanced stage, selected for sessions with scientific discussants.

4.3 Research Projects: texts at an initial stage–projects–for discussion, exchange of ideas, network building, partnerships, and agenda setting.

4.4 Policy Lab, technical papers, and experience reports: applied studies and technical-scientific reports involving experiences in public or territorial management.

Review Process

Submissions will undergo a double-blind peer review, considering:

Theoretical and/or papers relevance;
Methodological rigor;
Contribution to the field;
Clarity of argument.

Selected papers may be:

Fast-tracked to partner journals;
Awarded SIPPTur scientific prizes;
Published in the SIPPTur 2026 Proceedings.

Formatting Guidelines

General guidelines are:

Language: Portuguese, Spanish, or English;
Font: Times New Roman, size 12;
Spacing: 1.5;
APA citation style.

Presentation Format

In-person presentations;
Duration: 10–12 minutes;
Sessions with designated discussants.
