MAPPING THE TOURISM PLANNING MODELS: IN SEARCH OF THEORETICAL REFINEMENT WITH A VIEW TO QUALIFIED INTERVENTION

Abstract

This article makes a (re) interpretation and re-elaboration of previous studies on tourism planning, justified by the lack of research in the recent specialized literature regarding theorization and expansion of the planning process itself. The objective of this paper is to conduct a theoretical discussion about models and methodologies of tourism planning, providing a balance of the intellectual production of the area and propedeutically pointing out specific directions of action where efforts can be led and a research agenda established. We propose an integrative synthesis based on the structure of the methodology Observation, Development and Ingénierie Touristiques (ODIT), which is based on sustainability, collective participation, transparency and systematic and professional dynamics. As a result, we show that ODIT differs from other tourism planning models by orienting the operationalization based on the interrelation between the actors involved in tourism and the greater flexibility to create indicators aligned to the reality of each destination, as well as surpassing actions of Mapping and drafting plans, by providing analytical tools for monitoring and evaluating local actions. However, it is recommended to review its operating logic in order to specify the actions and to deepen the accuracy of the process.
