Abstract

This article constructed through documentary and bibliographic research comprises the current process of dismantling public higher education as a reflection of the capitalist crisis, which has its particularities in the context of the Brazilian dependent economy and in the conservatism established in the country in recent years. We show that to face the crisis, the State has been intensifying fiscal adjustment measures to reduce public spending and direct greater reserves from the public fund to capital. This process has been taking place through the expropriation of rights that have led to the repeal of constitutional guarantees, financial cutbacks and privatizations of public services. In public universities, this movement is manifested through restrictions in the budget of teaching, research, extension and student assistance and policies and projects that intend university autonomy.
