The aim of these article is to address the instances of cultural and symbolic production in their relation with public and political spheres. The central question focuses on how the publishing sector, the media and specialists of these fields work in the construction of public problems. The study is approached from the case of the Buenos Aires metropolitan railways, object of treatment of current political books due to their poor conditions of provision. To advance through the analysis, we have a series of quantitative data (register of policy books published between 2003 and 2015) and qualitative data (interviews and observations). The article concludes that the editorial system operated in this case as a strategic and hierarchical agent for the installation of a topic for the public debate, such as the state of the Argentine passenger railway system.
