Abstract

In 1933, the Portuguese Estado Novo created, among a series of founding diplomas of the corporate regime, the Instituto Nacional do Trabalho e Previdência (National Institute of Labor and Social Security). With coordination/control functions over the corporate organization launched at national level, the INTP also regulated work and social security, acting at local level through district delegations established throughout mainland Portugal and adjacent islands. This paper proposes to analyze the difficulties/constraints to the implementation of the union and employer corporate organization, from the point of view of the district delegates of the Institute, and what measures have been taken in the subsequent years in political and social matters
