COMO APARELHOS PRIVADOS DE HEGEMONIA DEFINEM A AGENDA PRIVATISTA NA POLÍTICA EDUCACIONAL EM MUNICÍPIOS DO EXTREMO SUL DO BRASIL (2021 – 2024)?

Abstract

This study explores the ways in which Private Apparatuses of Hegemony exert influence over educational policy in municipalities located in the extreme south of Brazil between 2021 and 2024. The research is based on an investigation into the role of private actors in basic education in the municipalities of Rio Grande/RS and São José do Norte/RS, highlighting the advancement of privatization processes in education within the broader context of capitalist crisis, which has been further exacerbated by the Covid-19 pandemic. The methodological framework is grounded in a qualitative approach and can be characterized as exploratory research, carried out through digital interaction and online searches. Data collection techniques involved the systematic examination of official websites and institutional portals. From this process, key themes such as entrepreneurship and innovation were identified, revealing the influence of pro-capital Private Apparatuses of Hegemony in shaping the educational agenda. The findings point to the growing presence of private sector actors in the educational field of the municipalities studied, with particular emphasis on the “S System,” which emerges as an increasingly active stakeholder in defining and directing local educational policy agendas.
