Primary Health Care (PHC) offers comprehensive services that can solve most health problems throughout life. The aim was to evaluate the attributes of Primary Health Care in the municipality's Family Health Strategy. This is an evaluative cross-sectional study carried out from October 2020 to June 2020 at the Family Health Centers (FHCs) in Sobral, Ceará. The sample consisted of 381 randomly selected adult users of both genders. The interviews were carried out at the FHCs, using the PCATool-Brazil-2020 Primary Care Assessment Tool - Adult Version, which contains sociodemographic data and Likert-type questions to assess PHC according to its attributes. The attributes of PHC were calculated by the means of the scores obtained and qualitatively in the categories: high and low regarding the evaluation of the service. The results show overall scores below the expected value (6.6), the factors that most influenced this assessment were the lack of night and weekend care, the difficulty of external communication and the condition of pregnant women. The conclusion is that the municipality has a low orientation towards general, essential and derived attributes, but a high orientation towards affiliation and utilization.
