Abstract
This article aims to discuss the circumstances and meanings of the creation of the Overseas Council, in 1642, in the midst of the post-Restoration situation. It argues that the court administered justice not only by analyzing and distributing the favors demanded by the overseas parties, but also by functioning as a privileged locus for achieving harmony of those parties, by providing security conditions for local agreements or pacts.
