Abstract

The present article analyses the proposals and diagnosis presented by two of the most imminent people regarding the ideal and management of the medical assistance in Rio de Janeiro as the center of the Republic: the lawyer Ataulfo Nápoles de Paiva, the medical doctor Luiz Barbosa, and criminologist Evaristo de Moraes. This research aims to recover the institutional models of social support, proposed for these important agents in the fields of justice and medicine, as they supported the creation of a model for helping poor people in the Federal District. It also aims to evaluate the ruling medical practices on the beginning of the XX century and identify how these agents of social transformation understood the responsibilities of the Liberal State and the philanthropy in the management of the social landscape.
