Abstract

In this work we intend to discuss the role of the municipal sphere as active manager in the planning and the constitution of the urban space in the late nineteenth century. The transition to the Republic in Brazil brought about extremely important constitutional changes, such as the autonomy conferred on the municipality, which takes more responsibility for the transformations of daily life in the city. From this point, the municipalities begin to mobilize formulating the first public policies that aim to guide the urban development. With the city of Juiz de Fora as a backdrop, we intend to analyze how the formulation and execution of the city's first "master plan", the Howyan Plan, took place in 1892.
