The present work seeks to explore the centrality of health policies in the scope of social policies, for this, we define health policies as social policies fundamental to the Social State. In the first place, we will deal with issues related to social protection and social security arrangements, as well as the forms of solidarity developed in these modalities, relating them to a debate about citizenship. In a second moment, we will focus on social policies, through the debate of the definitions proposals and their impacts on the economy, the direction of government and social relations. Finally, in the last part of this article, we will examine the reasons why health policies should be treated as social policies.Downloads
