Abstract

This research seeks to analyze the institutional changes of the counterparts required in the Bolsa Família Program, using historical neoinstitutionalism as a theoretical reference. It is argued that policy conditionalities arose through a process of stratification, that is, through incremental changes. To prove this hypothesis, resorted to sources of the Brazilian Legislative, news, articles and books. The present work used the qualitative method.
