Actions performed by Primary Health Care during the COVID-19 pandemic in Minas Gerais, Brazil

Abstract

Objective: to analyze the actions of Primary Health Care during the pandemic in Minas Gerais, Brazil. Materials and Methods: quantitative, observational, cross-sectional study, using a convenience sample. Data collection took place between January and September 2021 using a structured online questionnaire administered to Municipal Health Secretaries and Primary Care Coordinators. The variables analyzed included aspects related to the service structure, work processes and organization of the service, the use of health data and information, and the development of actions to combat COVID-19. The data were organized and analyzed using descriptive and inferential statistics, employing the Statistical Package for the Social Sciences and R software version 3.0.2, including structural equation modeling. Results: A total of 278 respondents participated. The Municipal Health Secretariat and Primary care units had the necessary structure and equipment to carry out essential management functions in response to the crisis. In most municipalities, activities and programs developed within Primary care were maintained. However, the use of e-SUS resources, health data and information was not positively associated with program-related actions. Health initiatives required adaptation, utilizing new formats such as social media, loudspeaker trucks, and informational pamphlets. Conclusion: Primary Health Care demonstrated its ability to maintain operations and adapt its measures in response to the pandemic. However, there are still shortcomings in the use of information systems and in the application of data for planning and decision-making.
