Public policies on herbal medicines and medicinal plants in Primary Health Care: a proposal for evaluation using the 3I+E Framework

Introduction:The implementation of Phytotherapy in the Brazilian Unified Health System (SUS) represents the consolidation of an age-old practice within the public health system, offering yet another therapeutic option that provides benefits such as the prevention and mitigation of illnesses, and the promotion and recovery of health. Brazil faces challenges in consolidating phytotherapy within the SUS and in the proper structuring and functioning of "living pharmacies," despite having public policies supporting these practices. Objectives: This study aimed to apply the (3I+E) tool to evaluate public policies focused on phytotherapy and medicinal plants in Primary Health Care in Brazil. Methods: By analyzing the relevant institutions, interests, ideas, and external factors through the 3I+E framework. Results: In this study, it was found that policies in the area of phytotherapy and medicinal plants in the SUS (Brazilian Unified Health System) show a promising scenario, with significant advances in the implementation and acceptance of these practices. However, significant challenges remain, particularly regarding regulation, ongoing capacity building, and expanding scientific evidence. Conclusion: The continuity of monitoring and evaluation efforts is crucial to ensure that these policies are effective and safe, contributing to the improvement of the population's health and well-being.
