SÃO CARLOS HEALTH COUNCILS IN PRIMARY HEALTH CARE: the dynamics of operation and participation.

The dynamic management councils in local health, a space of decentralized social participation constitutionally guaranteed, has different forms of practice and knowledge. Understanding the dynamics allows an increase based on the degree of information on the operation and administration of services and how the actors develop their role. This study aimed to, through a qualitative research to know the dynamics of functioning and participation of Local Health Councils of Primary Care, and Family Health Units and Basic Health Units of the municipality of São Carlos through the segments represented there: users, health workers and managers. The survey was developed by semi structured analyzing socio demographic profile and socio-political and the discourses were analyzed qualitatively. We highlighted the categories of the dynamics of operation and dynamics of participation in managing local health councils. The data allowed to understand the diversity of forms of participation and reflect on the need to strengthen the unity of health as a catalyst for effective citizenship, reducing the segregation between councils and community and strengthen the participatory management
