This technical-executive report analyzes stakeholder networks and the role of social capital in regional tourism governance in three Regional Governance Bodies in Minas Gerais, Brazil: Circuito do Ouro, Circuito Villas e Fazendas de Minas, and Circuito Trilha dos Inconfidentes. The study aimed to understand how network structure, relational density, and actor positioning influence cooperation, articulation, and the development of public-private partnerships at the regional level. Methodologically, the research adopted an exploratory and descriptive approach, based on bibliographic, documentary, and field data, including semi-structured interviews with key actors from the analyzed Regional Governance Bodies and the construction of sociograms. The results indicate that more centralized, low-density networks, such as those observed in Circuito do Ouro and Trilha dos Inconfidentes, tend to rely on a small number of central actors, making governance more vulnerable and less distributed. In contrast, Circuito Villas e Fazendas de Minas presents a denser, more decentralized, and collaborative network, suggesting greater capacity for mobilization, resilience, and cooperation among stakeholders. The report concludes that strengthening regional tourism governance depends on expanding connections among actors, reducing dependence on individual hubs, and building more horizontal, diverse, and institutionally sustainable networks.
