Twitter como espaço para comunicação governamental? As falsas promessas dos Presidentes na América Latina

Resumo

O objetivo do artigo é explicar o uso que Presidentes e ex-Presidentes latino-americanos fazem do Twitter, empregando o estudo de caso como modelo para refutar as teorias que apontam as redes sociais como espaço para melhorar a interação entre cidadãos e atores políticos. A metodologia se baseia na análise quantitativa de uso das redes sociais por 17 Presidentes e ex-Presidentes em 2017. O uso das redes sociais por atores políticos reproduz os paradigmas clássicos da comunicação política sustentados por um ator central que transmite conteúdo em massa e não interage diretamente com os cidadãos. Existe, porém uma lacuna a preencher sobre o que os governos entendem por Twitter e o uso que fazem dele. O artigo explora e identifica padrões de comportamento e de uso do Twitter por atores políticos e serve de base para futuras investigações no campo. Esta pesquisa é realizada dez anos após a definição de Karpf (2009) de política 2.0, que introduziu o termo considerando a participação de atores políticos nas redes sociais, o que reduziu custos e facilitou a comunicação entre os cidadãos e seus governantes, com informação abundante e a promessa de maior participação e interação entre as instituições políticas e a população.

Professor e investigador do Departamento de Comunicação da Universidade Católica do Uruguai, doutorando em Comunicação Política na Universidade de Santiago de Compostela. Porta-voz da  Comissão Internacional contra a Impunidade na Guatemala (ONU).
