Crise da democracia e inovações democráticas no Legislativo

Este artigo examina o fenômeno da crise da democracia e a relação dela com o Legislativo. Nesse sentido, pensando na emergência das novas formas de mobilização política praticadas por diversos movimentos sociais que recusam a estabelecer interfaces com o parlamento, foi feita uma discussão analítica das inovações democráticas que esse poder tem desenvolvido nos últimos tempos, e os principais desafios colocados. Essas inovações têm como objetivo tornar o parlamento mais aberto, transparente, e participativo, principalmente por meio do engajamento digital, como o crowdlaw. Apesar de existirem arranjos participativos de muita potencialidade, alguns entraves ainda se fazem presentes. Esses entraves vão desde a natureza política e institucional do Legislativo (aversão ao risco, necessidade de confluências entre o campo administrativo e político), até pelo caráter ainda incipiente desses arranjos.
