Health Surveillance has the function of monitoring and evaluating public health actions. In Minas Gerais the Program for Monitoring Health Surveillance Actions ProMAVS, was created with the aim of continuing health surveillance actions. This study aimed to analyze the processo f monitoring and evaluating the health indicators of the ProMAVS carried out by the Regional Health Superintendence of Juiz de Fora/ MG (SRS/JF), seeking to understand the advances and difficulties in this process. Interviews were carried out using a semi-structured script, with technicians from the SRS/JF and with technicians from the municipalities in the área covered by Iramuteq Software, through a lexical analysis of the texts. Several issues made it difficult for municipalities to carry out actions and comply with the indicators proposed by ProMAVS. However, the monitoting and evaluation process can contribute to municipal management in decision-making. It is concluded that the ProMAVS was considered beneficial for the municipalities, but a reformulation is necessary so that there is a decentralization of health surveillance actions.
