SYSTEMATIZATION OF A MANAGEMENT METHODOLOGY FOR PRIMMARY HEALTH CARE UNITS OF SUS (NATIONAL UNIT SYSTEM) IN THE CONTEXT OF AN ORGANIZATIONAL CULTURE RESEARCH

This paper shows the process and results of a research done in a Primmary Health Care Service, the Serviço de Saúde Comunitária (SSC) of Grupo Hospitalar Conceição (GHC) in Porto Alegre, RS. In the context of this research it was systematized a management methodology, which we named “Work Process Coordination”, that pursuits to valorize the positive cultural traces and for to work with the cultural dificulties in an organizational and management change context. The research was a qualitative Case Study with an hermeneutic-dialectics approach. In the analysis of informations we use an adaptation of the cultural analysis grid proposed by Rivera (2003, p. 196). The Organizational Culture, understood as the “symbology that supports the actual project of an organization“ is considered by Rivera & Artmann (1999) as a “resource of viability” in change organizational processes, as is the case of the context studied and the SUS. The research results showed the co-existence of cultural traces informed in different paradigms and health care models, besides peculiarities of this service history and the health unit focused. We believe that this management methodology, if used with creativity, can contribute in others services and primary health care units of SUS (Unified Health System).
