Abstract
The article argues that the global war on terror, which has determined the last 20 years since 9/11, cannot be analyzed as a unique and exceptional phenomenon and cannot be disconnected from a broader historical process. Therefore, the text seeks to historically understand the introduction of terrorism in the international security agenda and to analyze how terrorism was socially constructed as a threat and counterterrorism was socially constructed as an urgent response, highlighting the actors involved and debates regarding the matter, especially since the 1970s. Hence, it is acknowledged that terrorism and counterterrorism are not natural phenomena, but symbolic constructions, and, as such, both shall be recognized as a result of institutional forces, ideas and material capabilities in a given time and space. Thus, the results indicate that the constant redefinition of limits that characterizes terrorism and counterterrorism may be less connected with the 9/11events, yet it is directly related to the processes of founding threats and criminalizing the “other”, against which the use of all types of violence is legitimated.
