Abstract

This article discusses the path of the Brazilian social politics from 1930 until 1960, focusing on the social welfare, created according to a corporate format, fragmented and contentious, to eventually become a prodigal structure of benefits at the end of this period. This path is analyzed through the preferences and coalitions made by the State, the workers and the entrepreneurs, whose activities and choices were affected by the way Brazil was inserted in the world economy, by the political regime that was in course and by the nature of the political presence of the workers.
