Abstract
The article describes the participation of FIESP in the creation of the institute for pensions of industrial workers (Instituto de Aposentadoria e Pensões dos Industriários) in the 1930's, amidst a scenario of streng thening of authoritarian politics and when Brazil becomes a more closed economy. The text also analyses changes in the business sector's perception of the social policy at the end of the "Estado Novo " [New State], period when the political presence of workers grows in a more open political framework.
