Abstract

Launched by the Brazilian Federal Government in October 2009, the Program to Accelerate the Growth of Historic Cities (PAC) should devote, in the next few years, R$890 million for the preservation of national historical heritage, an amount unprecedented in this area for our country. This article will, first, scrutinize the idea of integrated conservation to analyze, in light of its principles and methodologies , the purpose of this program, as presented in documents submitted to the various actors involved. Then, in a case study, it will analyze the development process of the Action Plan for the city of Sabará, completed under this program in 2009, and agreed upon among the various actors in 2010.
